We serve the city and the township. As long as they own property and pay taxes we will issue them a library card, even if their primary residence is not in our service area. Hello All, Do any of your libraries issue library cards to individuals who own a business within your service area but have their home residence outside of your service area? We have business owners who would like to get cards because they payproperty taxes within our service area. However, their primary residence is outside of our service area.
