JOB TITLE:               Human Resources Specialist (Full-time)

REPORTS TO:          Library Director

 

PRIMARY DUTIES & RESPONSIBILITIES:

1.      Administers all of the Library’s Human Resources responsibilities; accepts and compiles confidential records of applicants and employee personal information; actively recruits for high quality candidates and facilitates employment postings, interviews, facilitates on-boarding process, exit interviews and new hire training; processes benefit time and time cards in BS&A software; maintains attendance records for each employee; receives and maintains schedule request forms from employees; ensures compliance with federal/local laws and library procedures.

2.      Communicates with library employees about health care and retirement programs; coordinates library employee workers compensation and risk management; tracks and reports on various key HR areas including but not limited to:  employee turnover, new hires, retirements, health care enrollment; coordinates the Library’s legal and historical documents; contributes to and updates the Library’s Human Resource Policy manual; assists in maintaining the internal and external Administration and Human Resources section of the website in conjunction with the Web Team through specific content area assignment.

3.      Values diversity in the workplace; facilitates Diversity, Equity and Inclusion training for staff; is an active member of the Library’s Diversity, Equity and Inclusion committee; provides feedback and evaluations on all training initiatives to determine value.

4.      Coordinates all volunteers, background checks, department assignments, annual appreciation event, and statistics.

5.      Contributes to various administrative special projects and events as assigned by the Library Director; serves as the Library’s representative on City of Novi’s Wellness and Engagement Committee. 

 

OTHER DUTIES & RESPONSIBILITIES:

1.      Oversees the weekly employee schedule for the organization.

2.      Participates in Management Team discussions related to employee training needs and performance standards.

3.      Attends Library Board meetings, recording and transcribing of Board minutes, compiling statistics, etc., as needed.

4.      Assists with answering department telephone, meeting room registrations; posts meeting room signage; distributes meeting room survey; compiles meeting room statistics.

5.      Works positively and collaboratively across departments to accomplish department goals.

6.      Seeks professional continuing education, both organized and casual, with an air toward keeping services current and appropriate for the guests.

7.      Adapts and responds to multiple priorities, interruptions and demands, and resolves problem situations in a positive manner.

8.      Communicates effectively with guests, co-workers, and professional colleagues.

9.      Enforces library policies relevant to public use; responds to emergencies and provides support, as needed; acts quickly, exercising good judgment.

10.   Performs other duties as assigned.

 

 

JOB QUALIFICATIONS:

1.      Bachelor’s Degree in Human Resources or related field.

2.      Considerable knowledge of labor laws.

3.      Proficient in MS Office, Internet browsers, and other computer related technology.

4.      Knowledge of job posting software preferred (Library is currently using Applicant Pro).

5.      Enthusiastic, positive, friendly, self-motivated, creative and approachable.

6.      Dedicated to providing positive customer service.

7.      Dedicated to public service.

8.      Strong obligation to confidentiality.

9.      Strong organizational skills and attention to detail.

10.   Excellent verbal, written, and interpersonal communication skills.

11.   Ability to speak multiple languages helpful.

12.   May require a valid Michigan driver’s license based on assignment.

     

WORKING ENVIRONMENT:

1.      Physical mobility, vision, hearing, and manual dexterity essential.

2.      Maintain physical condition necessary for sitting, standing, bending, and /or walking for extended periods of time; stooping; crouching; reaching; carrying books or boxes of books; pushing book carts; seeing; keyboarding; using the telephone; lifting, pushing, pulling or carrying objects weighing up to 50 pounds; push or pull with wheeled cart up to 500 pounds; operating assigned equipment; picking up litter; spreading ice melt.

3.      Evening, weekend, and some holiday hours are required.

 

Hours: Full-time Exempt (40 hours per week); 8:30am – 5:00pm Monday-Thursday; 9:30-6:00pm Friday; ½ hour unpaid lunch.

 

Salary Range:  $41,000 - $53,800 based upon qualifications
