On December 19 the Federal Communications Commission (FCC) released a second E-rate Modernization order, which brings to a close the most comprehensive review and reform of the 17-year-old E-rate program. Not only did the FCC make significant changes to the program, they also approved an additional $1.5 billion to bring the total funding available up to $3.9 billion.
