
In Rochester, MN in the late 90s we charged $5.00 for a 30 day guest card, mostly for (nonresident) people in town for Mayo Clinic who wanted email access. I have never heard of a library charging their own tax payers for this basic service. I am horrified enough by those of you who charge "rental fees" to check out DVDs. Good luck Sylvia.
