Our Friends group has held both wine and beer tasting events and used an outside vendor to present at both.  We also have an artist reception in our art gallery and wine is often served at these events, paid for by the artist.  For room rentals, our city's policy states that they need to show proof of $1 million in insurance in order to serve alcohol at their event.  So far, no one has taken us up on it.  Hope this is what you were asking?
