We are looking to adjust what we require for a new card and would like input from other libraries.  (We're Class 2).

At this time, we require the patron's current, local address on their Michigan ID/license. 
 
This is an obstacle for those moving from out-of-state, as changing their license incurs a cost.  I know that some libraries will take a utility bill or lease agreement instead of an ID.  I've found that an adult child living with parents may not have this either.

What does your library require for a new library card and do you have a "probationary period" when they are able to borrow a limited number of items?  We a limit of two items at a time for the first three months.
