Our police chief/city manager advised us that as long as we aren't selling it, we are allowed to have alcohol at a library event, including Friends fundraisers and art exhibit receptions. Our city's insurance policy has us covered, but you might want to check with your own city to be sure you are also covered and I'm assuming you are a municipal library. If you are a district library, that could be entirely different. I believe Claire Membiela has chimed in on this before - she might even have something written up on the topic. You could check with her, too.
