Below are some library-law related tips and information that have crossed my computer so far this week

Gov Whitmer may release her “Reopening Plan” this week.

As libraries continue to draft their own reopening plans, a reminder that plans from other states and the ALA can be extremely helpful, but every state has different laws and requirements – in addition to what the final plan from the Governor will contain.
There may be some ideas that legally won’t work in Michigan, so it is very important that libraries have their attorneys review their plans prior to implementation (just like they should any new policy).

If applying for grants, read the criteria carefully. Michigan Public Libraries are not all 501(c)(3) entities, but they are
all tax exempt entities under 26 USC 115 (that is section 115 of the IRS Code which exempts States , Municipalities, subdivisions, instrumentalities, etc.), and eligible under 26 USC 170(c)(1) (IRS Code 170(c)(1) which is the provision that permits donations
to eligible entities to be deducted from income taxes). Some grants mention local units of governments separately and require eligibility under 170(c)(1) of the IRS Code.

EO 2020-54 “Temporary prohibition against entry to premises for the purpose of removing or excluding a tenant or mobile home owner from their home - Rescission of Executive Order 2020-19”
https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-526305--,00.html was released. This EO extends the provisions of EO-2020-19, which prohibits the physical eviction of leasing tenants from residences, including mobile homes and land contracts.
The provisions have been extended until May 15, 2020 at 11:59pm.
