I am not a lawyer, but I believe libraries organized under PA 164 of 1877 cannot compensate the Library Board Members.  See section 4 (MCL397.204):

397.204 Board of directors; vacancies, compensation.

Sec. 4. Vacancies in the board of directors occaisioned by removals, resignation or otherwise, shall be reported to the city council, and be filled in like manner as original appointments, and no director shall receive compensation as such.
